the budget. some democrats not happy. and house minority speaker nancy pelosi saying it's a gimmick, unworthy of the challenges we face and the debate we should be having. the message from the american people is clear, no games no default. for more on this, i would like to bring kristin. what is the white house saying about the issue? >> reporter: craig, they are saying that they are encouraged by the fact that house speaker, john boehner, is putting forward a proposal that increases the debt limit without an equal amount of spending cuts. that was his long-held position a and he is abandoning that position, and saying that he will increase the debt ceiling for a period of three months and in that timeframe, the congress has to come up with a budget and that is a win from the democrats standpoint, but they do not like the idea of increasing the debt limit in increments. the question is, if it gets passed will it force both sides to come to the table on spending cuts within a matter of months when they take on the issue on of the budget and then of course, the sequester. that is the big questi
